Turn a sim into a mermaid, Method 1: In build mode, use the, "Show Hidden Objects Cheat," to have access to Mermatic Kelp. Have your sim eat the kelp.

Method 2, Turn a sim into a mermaid instantaneously:
       ~ traits.equip_trait trait_OccultMermaid

Turn Mermaid into a normal sim:
       ~ traits.remove_trait trait_OccultMermaid

Trigger Mermaid Tail on Land:
       ~ traits.equip_trait trait_OccultMermaid_MermaidForm
